Loclen-Tekno 2 is a Pall Point Pen with twist mechanism and clip.
The barrel is a plain metal tube. There's a knurled metal grip section, which provides plenty of grip, as well as giving the pen a more technical style.
The steel ring between the knurled twist-mechanism is the top of the inside mechanism that pushes the refill down to extend the tip.
